A-078 Controller to $95-100K
Raleigh company is searching for a CPA level Controller for a direct hire position. Four-year degree in accounting, finance, or business and current Certified Public Accountant License required. Must also have at least five years of progressive accounting/auditing experience in the preparation of interpretive or analytical accounting/financial statements and reports, two of which must have been supervisory in nature. Prior experience with SEC reporting, bond revenue, and government contracts a must. Position will be responsible for creating and implementing new financial system, establishing controls & procedures, verifying spending, and formal reporting to outside investors. RESPONSIBILITIES:

Assisting the Chief Financial Officer by daily oversight of financial matters to ensure the accurate maintenance of the financial records of the Authority; monitor expenditures against the budget, review, approve and ensure timely payment of invoices in accordance with legal and procedural requirements. On a monthly basis, review financial reports/statements and analyses prepared by accounting staff for comparisons to forecasts; provide variance analysis and explanation; ensure compliance with all trust indenture requirements and ensure trust indenture payments and transfers are made timely; review bank and account reconciliations, provide analysis of financial reports and other funding expenditures.

Assist the Chief Financial Officer in coordinating with other staff on an annual basis to prepare the annual operating budget and amendments; coordinate year-end audit with external auditors and prepare the annual report.

Assist the Chief Financial Officer with performing analyses to assess financial or operational performance as required or requested by the Executive Director, CFO or Board members. Routinely conduct analyses to ensure compliance with trust indenture requirements. Develop, update and maintain finance and accounting manuals, policies and procedures. Manage financial system and ensure that all users are appropriately trained to use required features/functions; assist with development and implementation of any financial management systems needed; supervise finance and audit staff; provide training; oversee, review and direct work performed; motivate to improve the quality and quantity of work performed; evaluate performance; prepare Report of Performance evaluations for finance staff; take or recommend corrective action.

KNOWLEDGE, SKILLS, & ABILITIES:

Thorough knowledge of the principles and practices of accounting as governed by the Generally Accepted Accounting Principles (GAAP). The principles of auditing as governed by the Generally Accepted Auditing Standards (GAAS). Thorough knowledge of internal control systems and their application to the development and installation of complex accounting systems; application of accounting concepts, principles and practices of financial administration, including financial record keeping, financial document verification, budgeting and reporting.

Ability to communicate effectively in both verbal and written form. Ability to read, analyze, interpret and apply general accounting and auditing principles, procedures and methods related to financial reporting and legal documents; ability to develop, organize and prepare narrative and statistical reports to explain or record financial transactions, revenue sources and status of accounts.

Ability to manage financial activities to ensure that funds are properly accounted for and expended in accordance with legal restrictions; analyze complex financial and administrative problems and make effective recommendations for improvements in efficiency; ability to provide timely and accurate reporting of financial information to internal and external users; respond to common financial inquiries or complaints from customers, regulatory agencies or members of the business community; effectively present information to top management and/or public groups; ability to work with mathematical concepts and apply such concepts to practical situations; define problems, collect data, establish facts and draw valid conclusions; ability to supervise subordinates in a manner conducive to full performance; ability to handle multiple projects simultaneously and work effectively as a team.

-Reconcile all bank statements

-Prepare monthly financial reports
-Update, develop and maintain comprehensive manual with policies and procedures for all accounting duties
-Work closely with Companies bankers to open and close accounts, submit on-line requests for payments, follow up on transfer requests, notify the bank of posting errors, unauthorized charges, etc.
-Prepare all supporting documentation for submission to Company’s Independent Auditor
-Work closely with ACCPAC representative to improve efficiency and utilization of software by correcting past installation problems,
-Approve all documents processed by the Finance & Benefits Coordinator as included below:
-Assure that all accounts payable documents are recorded correctly.
-Assure that semi-monthly payroll is entered by the assigned date. Approve and submit the payroll online after the data is entered by Finance & Benefits Coordinator.
-Reconcile and approve the W-2’s report at year-end before requesting employee W-2’s to be sent out.
-Approve the Monthly Leave Balance worksheets for individual employees as well as the Leave Verification worksheet for managers after they are updated by the Finance & Benefits Coordinator.
-Assist the VP of Finance & Administration in providing payroll and benefits information and forms to employees
-Assure that all personnel and payroll files are properly organized and maintained by the Finance &Benefits Coordinator.
